How do i create a purchase order?

I've noticed a lot of comments about purchase orders going back a few years and feedback to vote it in etc.

So, is there a way yet to create a "purchase order" or do I need to create an invoice for my supplier?

I'm just a simple business owner who wants things that I pay for to be just as simple.
